Admission rules

The procedure for

for organizing the admission of foreigners and stateless persons to study at Uman National University of Horticulture in 2024

 

I. General provisions

1.1. The procedure for organizing the admission of foreigners and stateless persons to study at the Uman National University of Horticulture (hereinafter - UNUH) is carried out in accordance with the Laws of Ukraine "On Higher Education",

"On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On Refugees and Persons in Need of Additional or Temporary Protection", "On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in Ukraine", Resolution of the Cabinet of Ministers of Ukraine of September 12, 2018 No. 729

"Issues of obtaining higher education by certain categories of persons", Order of the Ministry of Education and Science of Ukraine of November 01, 2013 No. 1541 "Some issues of organizing the recruitment and training (internship) of foreigners and stateless persons", registered with the Ministry of Justice of Ukraine on November 25, 2013 under No. 2004/24536, Order of the Ministry of Education and Science of Ukraine of December 02, 2019 No. 1498 "On approval of the Procedure for establishing quotas for obtaining higher education by foreigners and stateless persons within the scope of state order in accordance with international agreements".

Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent residence permit in Ukraine are admitted to study by individual permission of the Ministry of Education and Science of Ukraine.

1.2. Foreigners and stateless persons (hereinafter referred to as foreigners) may receive higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, ratified by the Verkhovna Rada of Ukraine, legislation or agreements between higher education institutions on international academic mobility.

Foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons in need of complementary protection, have the right to receive higher education on an equal basis with citizens of Ukraine, including at the expense of the state or local budget.

Foreigners are admitted to study for higher education in accredited educational programs. UNUH may also admit foreigners to study under the programs of the preparatory department, to study the state language/ language of study, as well as for postgraduate education, advanced training and internships.

1.3. Foreigners who are granted state scholarships under international agreements, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners based on referrals from the Ministry of Education and Science of Ukraine.

1.4. Foreigners who arrive in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed between UNUH and a foreign higher education institution are admitted to study, taking into account the contractual obligations of the relevant higher education institutions.

1.5.  Foreigners and stateless persons, including foreign Ukrainians permanently residing in Ukraine, persons recognized as refugees and persons in need of additional protection, have the right to receive higher education on an equal footing with citizens of Ukraine, in particular at the expense of the state or local budget, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international treaties ratified by the Verkhovna Rada of Ukraine.

Foreign Ukrainians whose status is certified by a certificate of a foreign Ukrainian (except for persons permanently residing in Ukraine) may be enrolled in state-funded studies within the established quotas for foreigners at the entrance examination for foreigners in the subjects provided for in the Admission Rules.

1.6. Foreigners may be admitted to study in person and/or remotely. The validity of the invitation to study is no more than one year from the date of its registration in the Automated System "Electronic Journal" of the state enterprise authorized by the Ministry of Education and Science of Ukraine.

Foreigners who have received an invitation to study registered in the Automated System "Electronic Journal" of the state enterprise authorized by the Ministry of Education and Science of Ukraine, have received a range of information and consulting services, as well as have completed the procedure for legalizing educational documents in the country of issue: legalized in the Ministry of Foreign Affairs (MFA) of the country that issued the educational document; legalized in the consular department of the diplomatic mission of the country of issue; legalized in the consular department of the country of issue.

To organize remote enrollment of foreign citizens for higher education, UNUH agrees with a partner organization that is a resident of the country of origin of the applicants. The subject of the agreement is the provision of services for identification of persons, verification of original documents of applicants, organization of acceptance of applications in electronic form, and provision of premises and technical means for consultations and entrance examinations.

Agreements may be concluded with organizations that meet the following requirements:

the area of the premises for remote submission of documents, consultations and entrance examinations complies with the established quarantine restrictions in the country of recruitment;

providing applicants with personal protective equipment;

ensuring the procedure for identification of applicants using face recognition technologies, which includes verification of personal data (surname, patronymic (if any)), biometric data and their verification;

ensuring control over compliance with the requirements of academic integrity during the entrance examination for foreigners;

providing a place to store the phones, tablet computers and other electronic devices of applicants seized during the entrance examination;

providing a device for suppressing cellular and Internet networks;

provide video surveillance around the perimeter of the classroom where the entrance exam for foreigners takes place by installing at least two video cameras;

providing technical equipment for video communication with the UNUS Examination Board in real-time (computer, video camera, microphone, TV or projector with a screen);

the presence of at least two employees in the classroom to monitor compliance with the requirements of academic integrity and provide technical support during the entrance exam for foreigners;

Providing all applicants with individual computers with connection to the UNUH online platform through which the entrance exam for foreigners will be held;

providing consultations and trainings before the entrance exam for foreigners to familiarize them with the rules of taking it remotely and using the online platform;

providing video recordings of the entrance exam, transferring the video material to UNUH through the online platform, and storing information and video materials after the entrance exam for foreigners for five years in a partner organization.

In the case of remote admission, a foreigner sends legalized and notarized copies of documents on previous education to UNUH by post. When crossing the state border of Ukraine for the first time and upon arrival at the educational institution, the foreigner hands over the original documents in person.

II. Requirements for the level of education of applicants

2.1. The list of educational degrees, specialities and educational programs for which foreigners may be admitted is given in Table 1.1 and Table 1.2.

2.2. Foreigners who have foreign documents on education that give the right to continue their studies at the appropriate level of higher education by the legislation of the country that issued the document on the degree (level) of education are admitted to study for a bachelor's degree in the first year. 

2.3. Foreigners who have foreign educational documents that correspond to a bachelor's degree and entitle them to continue their studies at the master's level by the legislation of the country that issued the document on the degree (level) of education are admitted to study for a master's degree.

2.4. Foreigners who have obtained a master's degree are admitted to UNUH to obtain higher education with the degree of Doctor of Philosophy.

III. Deadlines for receiving applications and documents, competitive selection and enrollment

3.1. Enrollment of foreign applicants for training at the expense of individuals and/or legal entities can be carried out until November 01.

3.2. Registration and issuance of invitations to study, acceptance of applications and documents, entrance examinations and enrollment of applicants for bachelor's and master's degrees are carried out within the following terms:

- Acceptance of applications and documents: from July 01 to October 25;

- entrance examinations: from July 08 to October 30;

- enrollment: no later than November 01.

IV. The procedure for receiving applications and documents

4.1 For admission to UNUH, foreigners who are legally on the territory of Ukraine personally submit to the Center for International Education and Cooperation a completed application for admission addressed to the Rector, which indicates the speciality, form and sources of financing of education, the language of the entrance examination and training (Ukrainian, English). The application shall contain the registration data of the document on the level of education; the fact that the applicant has read the Admission Rules, has a license, a certificate of state accreditation of the chosen speciality, and has read the rules for filing an appeal, which is confirmed by the applicant's signature.

4.2. The application shall be accompanied by:

1) a document (original and 2 copies) on the previously obtained educational (educational qualification) level, based on which the admission is carried out;

2) an appendix (original and 2 copies) to the document on the previously obtained educational (educational qualification) level based on which the admission is made (if any);

3) an academic transcript issued by a foreign/Ukrainian educational institution (in case of transfer or renewal of studies starting from the second year, an academic transcript is attached);

4) the original and a copy of the document containing information on the content of the curriculum for the previous degree (level) of higher education, credits received, duration of study and academic performance (in the absence of this information in the appendix to the document on education), when applying for a master's degree or postgraduate education, if the absence of this information makes it impossible to recognize the qualifications under the document;

5) a copy of a foreigner's passport or statelessness document;

6) health insurance policy, unless otherwise provided by international treaties of Ukraine;

7) photographs: 3 x 4 - 6 pcs. and 3.5 x 4.5 - 4 pcs;

8) a copy of the certificate of a foreign Ukrainian (if any);

9) foreigners enrolled in academic mobility programs shall submit documents approved by the rules of admission to a higher education institution and/or required by international programs and/or agreements under which academic mobility is implemented.

The documents referred to in subparagraphs 1-5 of this paragraph shall be translated into Ukrainian with a notarized translation.

The documents referred to in subparagraphs 1-4 of this paragraph must be certified in the country of issue in the manner officially used in that country for such certification and legalized by the relevant foreign institution of Ukraine unless otherwise provided by international agreements of Ukraine.

The application and documents referred to in this paragraph shall be kept in the personal file of applicants/students.

4.3. Foreigners enrolled in academic mobility programs shall submit the documents required by international programs and/or agreements under which academic mobility is implemented.

4.4. Admission to study at UNUH is based on the results of entrance examinations, regardless of the sources of funding.

Entrance examinations for foreign citizens who enter UNUH to obtain bachelor's and master's degrees are conducted in the form of entrance examinations, which provide for the assessment of knowledge, skills and abilities of the applicant in one or more subjects, disciplines or specialities (foreigners and stateless persons who pass the entrance exam for foreigners do not pass other entrance examinations).

The results of each entrance exam are evaluated on a scale from 100 to 200 points. The competition is open to applicants who have received 100 or more points in each of the entrance exams.

4.5. The programs of entrance examinations shall be published on the UNUH website. The programs must contain the evaluation criteria, the evaluation structure and the procedure for assessing the preparedness of applicants.

V. Organization of competitive selection and enrollment

51. The higher education institution calculates the points/grades of the applicant based on the document on the previous level of education and establishes the minimum number of points/grades in general education subjects for which the entrance examination for foreigners is conducted.

5.2.  Enrollment of foreigners to study at the appropriate level of higher education is carried out based on a document on the previous level of education based on the results of the entrance examination for foreigners in certain subjects and language of study and based on academic rights to continue studying, provided by the document on the level of education in the country of origin, and taking into account the points of success that give the right to continue studying at the next level of higher education by the legislation of the country that issued the document on the degree (level) of education

5.3. Foreigners who are granted state scholarships under international agreements, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners based on referrals from the Ministry of Education and Science of Ukraine.

5.4. Foreigners who arrive in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed upon between Ukrainian and foreign higher education institutions shall be admitted to study taking into account contractual obligations.

5.6. Foreign documents on previous education of foreigners enrolled in training are recognized in Ukraine following the law.

5.7. Foreigners and stateless persons studying at UNUH have the right to study simultaneously in several educational programs, as well as in several higher education institutions.

5.8. Appeals against the results of entrance examinations held at UNUH are considered by the UNUH Appeal Commission, the composition and procedure of which are approved by order of its head, taking into account the need to involve the Commissioner for the Prevention and Detection of Corruption, representatives of the public, student self-government bodies, and external experts in its activities.

5.9. The order for admission to study is issued by the Rector of UNUH based on the decision of the Admissions Committee. Orders for admission to study with their annexes are formed in the Unified Database.

5.10. All foreigners enrolled for full-time study at UNUH are provided with places in the dormitory.
